Course and Program Fee Policy

1. Purpose
1.1. To provide policy and procedure to govern the institution's processes for establishing, reviewing, revising, and repealing course fees and program fees.

3. Policy
3.1. Tooele Technical College Course and Program Fee Committee
3.1.1. Tooele Technical College shall establish a Course and Program Fee Committee, which shall oversee the establishing, revising, maintaining, or repealing course and program fees.
3.1.2. The committee will be comprised of full-time employees as designated by the departmental Vice-Presidents. Instruction, Finance, and Student Services will have at least one member.
3.1.3. Student participation in the committee will be requested by notice one week in advance of the scheduled meetings.
3.2. Duties of the Committee
3.2.1. The committee shall ensure that course fees and program fees are justifiable, reasonable, and necessary for the specific course or program for which they are proposed.
3.2.2. The committee shall review all proposals for new course and program fees to ensure they meet the general principles of this policy and are supported by:
A demonstrated need.
A clear statement describing the purpose of the fee.
A sound budget plan.
If criteria are met, the proposal may be forwarded to the Board of Trustees for final approval.
3.2.3. The committee shall review all proposed course and program fee revisions with their associated revised budget plans and evaluate the rationale for the proposed change.
3.2.4. The committee shall review each course and program fee at least once every three years to ensure the fee still meets established objectives. This review includes checking fund balances to ensure generated funds are used for their approved purpose.
3.3. Sunset of Course Fees
3.3.1. Course and program fees shall be repealed after three years if not reviewed and renewed by the Course and Program Fee Committee.
3.4. Notice to Students
3.4.1. Tooele Technical College will inform students about course and program fees in the student catalog.
3.4.2. Fees will be subject to change upon approval of the Board of Trustees. Once approved, after the effective date, the fee will go into effect for the next course the student enrolls.
3.5. Assessing Fees
3.5.1. Tooele Technical College shall assess course and program fees subject to the same billing, refund, and collections process as tuition and shall be accounted for through institutional authorized student and financial systems.
3.6. Allocating Fees
3.6.1. Tooele Technical College shall allocate course and program fees for the approved purpose and account for them within the institution’s financial system in a manner to facilitate audit verification.
3.7. Board of Trustee Oversight and Review
3.7.1. The Tooele Technical College Board of Trustees shall at least annually review the recommendations of the Course and Program Fee Committee for requests to establish, revise, or repeal course and program fees.
